Turmoil instal2/5/2024 I found turmoil is less common with lots of cultural discrimination and not using state religion. Just the discriminated pop groups tend to get to picked last for jobs, earn less. You can reduce how discriminated a pop group feels by providing a better SoL to them though, so there's ways to discriminate with less oppression. Change culture laws or open your borders and let the discriminated pops emigrate. But if you have 25% or more of the state's population being discriminated against, that can begin to develop a turmoil issue. If it's low SoL, you gotta build more crap in the state to keep them busy or hope pops migrate to other states. If there's not a substantial amount of discriminated pop groups, I check for SoL and state prices for goods (low market access and overreaching infrastructure can be the instigating cause then). How I address fixing turmoil is a state by checking the state window's population tab. It's made worse when you see a significant number of pop groups with low SoL because they're essentially starving or about to go into starvation. Both cultural and religious discrimination. If a large number of the state is mostly made up of a discriminated population, it will trigger turmoil.
